Six Americans Arrested for Attempting to Smuggle Rice and Bibles to North Korea by Sea, According to Authorities

Six Americans were detained in South Korea for attempting to send 1,600 plastic bottles filled with rice, U.S. dollar bills, and Bibles toward North Korea by sea. The incident occurred off Gwanghwa Island, where the group allegedly planned to let the bottles float towards North Korean shores. South Korean police arrested the individuals, citing violations of safety and disaster management laws. Details about any prior attempts by the group were not disclosed.

Activists utilizing bottles or balloons to send anti-North Korea propaganda has historically heightened tensions between the two Koreas. North Korea has retaliated by sending its own balloons across the border, even targeting the South Korean presidential compound. In 2023, South Korea’s Constitutional Court invalidated a 2020 law prohibiting the sending of leaflets to North Korea, labeling it an infringement on free speech.

In June 2023, President Lee Jae Myung’s new liberal administration has sought to curtail such civilian actions to avoid escalating tensions and ensure safety for residents near the border. Lee, who took office with a focus on renewing dialogue with North Korea, has stopped anti-Pyongyang propaganda broadcasts to ease military tensions. However, it remains uncertain whether North Korea will respond positively to these diplomatic overtures after previously severing relations and abandoning hopes for peaceful reunification. Official discussions between the two Koreas have been stalled since 2019 following disruptions in U.S.-led negotiations on North Korean denuclearization, leaving the future of inter-Korean relations in a precarious state.
